Effective April 21, Rwandans begun digging deeper into their pockets to own an imported secondhand vehicle.

Rwanda has began implementing the East African Community(EAC) Depreciation schedule through a Free on Board depreciation rate ranging between 20% for 2 year old cars to 75% for 9 year old cars.

A 10 year old car and above, the depreciation has increased to 80%.

Under the new conditions, the price of mostly preferred secondhand car brands including; Toyota Corolla, Toyota RAV4 and Toyota Carina E have almost doubled.

New vehicles with an engine capacity of less than 1500cc pay 5%, between 1500 and 2500 cc pay 10% and capacity of above 2500 cc pay 15%.

“A Toyota Carina would previously cost Rwf5 million, but under the new policy, it will cost Rwf7 million,” says Gilbert Mugabo, a car dealer.

Mugabo told KT Press that he predicts a sharp decline in importation as a result. In fact, he has already begun feeling the impact in the first week. “I used to make at least 30 sales a day, I have made none today. The week is bad.”

The mathematics

Multiply the price of a brand new car by depreciation rate. The difference between the price of a brand new car and the answer obtained from the calculation is the real price that will be taxed by Rwanda Revenue Authority.

For example the market price for a Carina E 1997 model was $20,191. The same car has depreciated to $4,831 (Rwf3,604,317) including cost of shipment from Dar-es-Salam. This is the price that is taxed 80% (Rwf2,450,935, costing a total of Rwf 6,055,252.

“Clients come, inspect as usual, but when you tell them the price they walk away,” says Mugabo.

The increase of taxes is already being felt among clearance agencies, like Top Movers where they may spend a day without a client, compared to 5 clients on average per day.

“There is no need to buy an old car anymore. You still spend a lot for shabby vehicle that would be removed from the road the following day,” says Fidele Karenzi, a Kigali resident who is planning to buy a car at a warehouse.

“I want to save more money and come back later for a newer car.”

Despite the heavy tax burden slapped on used cars, the demand will still be high. The purchasing power of Rwandans, especially the middle class, is still low; chances of buying a brand new car are very minimal. On average, a Rwandan earns $800 per year.

Owning a car worth $20,000 remains an astronomical possibility. Used cars will continue to be the preferred choice, regardless.

According to Raphael Tugirumuremyi, the Commissioner for Customs at Rwanda Revenue Authority, “the policy seeks to discourage importation of used cars and help cut on carbon emissions.”

This could be the best way EAC has chosen to start its automobile industry and to phase out imports from Europe and Asia.

In the March 17, Ordinary EAC Summit that took place in Arusha-Tanzania, the East African Heads of State approved a project proposal of assembling motor vehicles in the region.

The plant is expected to decrease the cost of acquiring a car.

According to Rwanda Revenue Authority, the country registered 5,865 vehicles, raking Rwf53 billion in revenues between July 2014 and July 2015.

Mobile mechanical test lane takes services closer to end users

​The Rwanda National Police (RNP) Mobile Test Lane has winded up its vehicle inspection in parts of the Western and Southern provinces, where it was stationed since January this year.

According to Senior Supt. Bernardin Nsengiyumva, who is in charge of the mobile lane, they trekked the districts of  Rubavu, Karongi, Rusizi, Nyamagabe and  Huye  in the last five months.

“Today (May 24), we will wind up the tour in the six districts. For the last six days, we were stationed in Karongi where we conducted 84 inspections,” said SSP Nsengiyumva.

The mobile test Lane supports other mechanical inspection centres to serve car owners residing far in the countryside, who previously braved long distances to Kigali to have their vehicles inspected.

“The turn up wasn’t that big but we will go through the same districts starting July and we call upon all those who will be due for inspect to turn up when we resume and ensure that their automobiles are roadworthy,” he added.

The Mobile Test Lane has the capacity to inspect up to 100 vehicles per day.

“These districts have many business vehicles and as you know, they are inspected every after six months, and driving to Kigali becomes a bit costly, and that’s why we opted to take there the mobile mechanical inspection services,” he noted.

Rwanda National Police started its vehicle inspection services in 2008 when the first two lanes were established at Remera MIC with the capacity to inspect only 150 vehicles per day.

Currently, with the establishment of the third lane at Remera MIC, Mobile Test Lane and building another lane at Police Training School (PTS) Gishari in Rwamagana District to serve the Eastern Province, the inspections increased to at least 800 vehicles  daily.

The improved services also saw the number of inspections annually increasing tremendously.

The number of vehicle inspections last year, for example, increased by about 27 percent to 96, 283, up from 75, 839 inspections in 2014.

In this year’s first two months alone, a total of 17094 vehicles were inspected, according to statistics from the centre.

Currently, RNP is constructing other two lanes at MIC Remera, which are set to be operational by the end of this May, which will see daily inspections at Remera alone centre increasing to 700.

For the first time, Rwandans today switched off car engines and walked and cycled to observe the just introduced Car Free Day.

City residents assembled in the car free zone in the central business district while others gathered at the massive parking yard of Rwanda Revenue Authority Premises to recieve free medical checkup for non communicable diseases which a recent survey indicated were on the rise.

The City Mayor told residents that Rwanda needs a health population and urged them on prevention measures than waiting to suffer from preventable diseases. Residents also engaged in fitness exercises.

From 7am upto noon, vehicles were not driven on roads including; KN4 Avenue, KN3 Road, KN5 Road, KG11 Avenue, and KG17.

Car Free Day aims at encouraging Rwandans to be less dependent on their cars and cutdown pollution, noise and danger that they produce.

Transporters told to be vigilant against drug dealers

Rwanda National Police (RNP) appeals to public transporters to exercise maximum vigilance not to facilitate criminality, especially drug dealers, who use public means to traffic psychotropic substances.

The call comes after two suspected drug dealers were arrested on May 28 in Ngoma District while trafficking 21 kilogrammes of cannabis using public transport means.

Jean Claude, 21 and Germain Ntahomurereye, 24, were at the time en route to Kigali.

Inspector of Police (IP) Emmanuel Kayigi, Police spokesperson for the Eastern Province, said one of the passengers in the public vehicle suspected the duo to be having drugs and immediately called police.

“The vehicle was stopped in Remera Sector in Ngoma, about three kilometers from Kibungo roundabout, and when police searched the luggage of the two men, they indeed found cannabis concealed in their bags,” IP Kayigi said.

“Currently, they are detained at Remera Police station but investigations are still underway because we need to know all those connected to this group like where they got cannabis and the people they were supplying,” he added.

“There’s a possibility that a driver or a conductor is connected to this crime, although sometimes they don’t know. We urge them to always be vigilant not to aid such drug traffickers and other wrongdoers, and when they notice such, they immediately alert police,” he noted.

“We have had situations where drivers, motorcyclists and even the people themselves like passengers after noticing a drug dealer; they drive or drag them to the nearby police station, which is commendable. If you suspect that one of the people on board is involved in any criminal activity, just call police or drive to the nearby station.”

Elsewhere, in Burera District, police intercepted 310 sachets of Blue Sky, banned gin.

Fighting narcotics and other psychotropic substances is one of the priorities of Rwanda National Police through intensified operations and awareness.

250 taxi-moto operators in Kamonyi join youth volunteers’ organization

​About 250 commercial motorcycle operators in Kamonyi District have joined the Rwanda Youth Volunteers in Community Policing (RYVCP).

The new members, who subscribed to the youth organisation early this week, belong to COMATRACO and COSTAMOKA, the two cooperative of commercial motorcyclists in Kamonyi.

The youth organization is one of the vibrant community policing groups that raise community awareness and fight against crimes through promotion of community safety and enhancing the tradition of human security a tradition.

Thacien Kirezi, the coordinator of RYVCP in Kamonyi, said that the youth volunteers’ leadership in the district is actively involved in campaigns in schools and communities to raise awareness about some of the pressing security issues like drug abuse, gender based violence, human trafficking and child abuse.

“But we also use such opportunities to entice other youth to join the course to realize its big dream and vision. We now have 1214 members and the target is to have all the youth in Kamonyi to subscribe to the group,” said Kirezi.

Justus Kangwagye, the National Coordinator of RYVCPO, recently said that they target to increase their membership population to one million in the next one year.

The power and activities of the youth organization have attracted the attention of other public and private institutions that have tapped their power to realize their targets.

Recently, Rwanda National Police (RNP), Society for Family Health (SFH) Rwanda and RYVCPO signed a tripartite memorandum of understanding to strengthen awareness in security and hygiene.

The agreement binds RNP and SFH Rwanda to reinforce the activities of youth volunteers, who will spearhead behavioral change in communities towards sustainable security, health and hygiene.

​SFH Rwanda will, partly, avail its health and hygiene products and services to the youth including Interpersonal communication (IPC) sessions, promotional materials, to aid them in their awareness campaigns to ensure a crime free environment and healthy communities.

Rwanda is moving closer to solving challenges of fuel demand and supply in the growing local market.

President Paul Kagame has today unveiled Rwanda’s second biggest fuel depot at Rusororo sector in Gasabo District outside Kigali.

The new depot jointly owned by Societe Petroliere S.A.R.L has storage capacity of 22 million litres of which can help the country meet its petroleum needs for three months.

Rwanda has been importing its petroleum products from East African neighbours which would take several days in transit by fuel trucks.

Kagame was taken on a guided tour of the depot site. He later said Rwanda wants to ensure that Investors see benefits in the country.

“We need to identify and overcome our shortcomings to ensure investors continue to see a benefit to investing in Rwanda,” he said.

The Rusororo  petroleum depot project was built through public private partnership which Kagame says, “We have to build on this to go even further and faster.”

The depot estimated to have cost $16 million is constructed on eight hectares.

Previously Rwanda had other national reserves with capacity of 30 million litres stored at Gatsata Depots (15 million litres), Kabuye (5 million litres). These were also supplemented by smaller storage facilities at Kigali International Airport and in Rwabuye in the Southern Province.

According to Societe Petroliere , about 70% of petroleum products in these storage facilities is reserved as government’s strategic stock. About 5.6 million litres for open market.

The country has for long been looking to boost its fuel stock through partnerhsips with private oil dealers with intentions of expanding reserves up to 150 million litres essential in ensuring the country has enough fuel to supply the market and stabilise pump prices.

According to Rwanda Utilities Regulatory Agency the use of petroleum products in the country’s grows at an annual average rate of 10.1 per cent.

In June 2014, Moroccan conglomerate, the Saham Group – with interests in insurance, offshoring, health services and real estate – took majority control of one of Rwanda’s largest insurance firms. This week President Kagame led a Rwandan delegation pushing for more of similar investments.

Saham Finances, a subsidiary of Saham Group acquired a 66% stake in Corar-AG, the third largest insurance provider. No details were provided at the time on the cost of the transaction.

On the last day of his two-day visit, President Kagame yesterday met with members of the Private sector community in Casablanca to discuss the multiple business opportunities Rwanda has to offer, said a statement from the Presidence. Moroccan investors from a variety of fields including banking, infrastructure, tourism and the pharmaceutical sector were keen to learn more about Rwanda’s business environment.

Serge Kamuhinda, Chief Operations Officer at Rwanda Development Board explained that those present expressed their eagerness to use Rwanda as a hub to enter the East African region.

President Kagame ended his two day trip to Morocco and was seen off by the Prime Minister, Mr. Abdel-Ilah Benkiran, the Wali of the Casablanca-Settat Region, the Governor of the Nouaceur Province, elected officials and civilian and military representatives of the Nouaceur Prefecture.

During the first day of his visit, President Kagame was decorated by His Majesty King Mohammed VI with the Grand Collar of Wissam Al-Mohammadi, Morocco’s highest national award of honour. In observance of the holy month of Ramadan, His Majesty King Mohammed VI also hosted the official “Iftar” in honour of President Paul Kagame.

The Saham Group was founded by Moroccan business tycoon Moulay Hafid Elalamy 20years ago after serving as the CEO of the African Insurance Company of Morocco.

The company now has operations in 19 African countries, according to Forbes. Early last year, the company acquired a controlling stake in Mercantile Insurance, a Kenyan insurance firm. In November, it acquired the second largest insurer in Angola, AG Angola Seguros.

As a continuous measure to ensure no one uses public transport means to transport illegal goods, the District Police Units of Rubavu and Musanze met with about 1100 commercial motorcyclists and cyclists on June 25 to strengthen the existing partnership to fight and prevent crimes.

In the two separate events, the motorcyclists and cyclists were reminded to always be vigilant not to facilitate criminality by either transporting wrongdoers or illegal merchandise like drugs and smuggled goods.

The meetings were in line with RNP’s community policing programme which brings on board specific groups and the general public to fight and prevent crimes.

Senior Superintendent of Police (SSP), Callixte Kalisa, District Police Commander of Rubavu, while speaking to about 400 members of UCOTMRU, a cooperative of motorcyclists in Musanze, urged them to closely work with security organs mainly through sharing information on anything suspicious.

“Most of drug traffickers use commercial motorcyclists to move drugs from one place to another. You should always remember that if such a person is caught on your motorcycle, you will as well be arrested and possibly charged for being an accomplice,” said the DPC

He went on to say that; “the only way you can avoid that is to always be vigilant with the people or luggage you transport and be quick to inform police for immediate response, and to protect the public.”

SSP Kalisa gave an example where on June 7, acting on information acquired from the public, police intercepted a truck with plate number RAB721W trafficking 400 kilograms of cannabis.

The head of UCOTMRU, Gafora Sentibagwe committed, on behalf of his colleagues, to be strong and active police adding that security and safety is for all people in Rwanda including motorcyclists.

In Musanze, the DPC Senior Superintendent of Police (SSP) Benoit Nsengiyumva also met with 700 commercial motorcyclists and cyclists and reminded them to always abide by traffic rules.

Besides, he also urged them to always be cautious of the kind of people they transport and refrain from aiding criminality just for the sake of money.

The head of CVM, another cooperative of cyclists in Musanze, Casmir Ngayaberura thanked RNP for reaching out to them and urged his colleagues to take the lessons seriously.
